Can a cuban resindenting in Italy travel to US as a tourist?

I have a cousin that lives in Italy and want to come here to visit me. He's married and been living there for more than 5 years, he's in the process of getting the citizenship, but hasn't gotten yet. He's planning on visiting US with his wife (Italian) and daughter (Italian), but just as a tourist and then he will get back to Italy...Could he has any problem or need anything in specific to do so?
